Council Committees
The Benefits Committee (name changed from Health Insurance) is made of:
Rick Steen, Rick Henry, Jack Smiley. This committee reviews health insurance The Utility Committee is made up of: B.F. Rowland,Chad Osborne, Dan Scott, Joe Don Dunham, Mike Nettles, David Webb, Jack Smiley, Debbie Davis, and Bob Stephenson. They review utility rates and related matters thereto.
The TEA-21 Committee is comprised of: Chad Osborne, Scot Simco, Gerald Smith, Mike Patterson, David Webb, Mike Nettles, Randy Marple, and Holmes Willis. They review matters related to the TEA-21 project
The Street Overlay Committee is: Perry Shelton, Scot Simco, Jack Smiley, and Holmes Willis. They review the street overlay project.
The Cemetery Advisory Committee is made of: Ruth Clayton (7/2/04), Ed Huey (9/5/06) Freddy Perez, Donna James (10/2/07), Cindy Young (10/2/07), B.F. Rowland (4/20/11), and Diane McMahan (alternate), reviews issues related to the City Cemetery and make recommendations to Council thereto.
The Environmental/Water Committee is: Perry Shelton, Scot Simco , Chad Osborne, and Rick Henry. They review matters related to the Water Wastewater Departments.
The Animal Control Committee is comprised of: Jack Smiley, Perry Shelton, Mike Patterson, Barbara Burleson, Steve Ross, and Mike Nettles (ex-officio).
Jack Smiley is chair. They review the operation of the Animal Control Shelter and review agreements between the City and organizations supporting animal adoptions. They also review ordinances pertaining to aggressive canines and/or dangerous animals.
The Public Works Construction Committee members include: B.F. Rowland, Scot Simco, Jack Smiley, and Rick Steen. They deal with these contractors and review the recommendations we have from the Electrical Board.
The City Southwest Youth Services Committee is: Scot Simco, Perry Shelton, Rick Steen, and Mike Patterson. They review and study requests relative to waiving utility fees at all five properties operated by Southwest Youth Services.
The Parks Committee is made up of: Mike Patterson , Chad Osborne, Perry Shelton, and Scot Simco. They monitor the escrow account balance for parks and open space development and make a priority listing of suitable sites and make recommendation to City Council for purchase when account balances sufficient.
The Drainage Committee is comprised of: Rick Steen, Rick Henry, Chad Osborne, and Bob Stephenson. They address drainage issues around Heritage Homes Addition area.
The Tax Increment Financial District No. 2 (TIF) is made up of: Rick Henry, Rick Steen, Rick Crouch, John Redelsperger, Rick Davis, Pat Hunter, Kathy Hale, June Knight, Winston Higgs, Gerald Smith, and Tom Yates. Rick Henry is the chair. Together they provide financial assistance to the Altus Municipal Authority and Bar-S Foods Company in connection with the expansion by the Company of its food processing facility located in Altus, Oklahoma. The financial assistance provided through such a district would be used to defray part of the extensive public and private improvements required in the development of the project site.
The Pay Plan Committee members are: Rick Henry, David Webb, Mike Nettles, Perry Shelton, Matt Coppock, Joe Don Dunham, Bob Stephenson, and Debbie Davis. They review the pay plan rating system and employee benefits.
The Policies & Procedures Task Force members are: Jack Smiley, Mike Nettles, Matt Coppock, Mike Patterson, Catherine Coke, and Phillip Beauchamp. They review the current Policies & Procedures manual and make recommendations to Council for proposed changes.
The Facilities Fees Committee is comprised of: Randy Marple, Rick Steen, Scot Simco, Mike Nettles, and Perry Shelton. Their chair is Randy Marple. They review current charges for City facilities and recommend to Council increases in charges/fees if necessary.
The Bark Park Committee is made up of: Chad Osborne, Perry Shelton, Mike Patterson, Randy Marple, and Barbara Burleson. They review the feasibility of a fenced in “doggie park” where dog owners can take their dogs for exercise and play with other dogs.
The Traffic Signal Committee is: Bob Stephenson, Rick Henry, Jack Smiley, Mike Patterson, Mike Nettles, Holmes Willis, Joe Don Dunham, and Dan Scott. Bob Stephenson is chair. The committee will research the traffic light patterns as well as turn lane expansions and make recommendations to the Council for repairs and upgrades of same in conjunction with ODOT.
The MAPS (Metropolitan Area Projects) Committee is comprised of: David Webb, Mike Nettles, Rick Henry, Rick Steen, J.R. Wheeler, Tim Murphy, Bob Stephenson, Barbara Burleson, and Catherine Coke. David Webb is chair.
This committee selects firms for the evaluation and design of City facilities and promote a campaign for voters election in August, 2008 for 2/4 cent sales tax increase.
The Golf Course Committee, Jack Smiley, David Webb, Rick Henry, Perry Shelton, and Mike Nettles, reviews the operation of the Greens of Altus Golf Course and make recommendation to Council on upgrades/purchases.
The Senior Citizens’ Center Committee is made of: Peggy Risinger, Perry Shelton, Bob Beers, Rick Steen, Nina Sanders, Orenta Thompson, and Charlotte Moberly. The chair is Peggy Risinger and Perry Shelton is co-chair.
They review and discuss location of proposed Senior Citizens’ Center and review suggested programs and facilities to be offered.
The AGPR ( Altus Great Plains Recreation) Committee members are: Perry Shelton, Rick Steen, and B.F. Rowland, with Shelton as chair. They review and discuss the contract with Altus Great Plains Recreation, Inc. and make recommendation to Council.
The WTC (Wireless Telecommunications Committee) members are: Winston Higgs, Bob Stephenson, Barbara Burleson, Mike Nettles, and David Webb. The chair is Winston Higgs. They review and discuss the communications towers and make recommendation to Council.
The Finance and Budget Committee is composed of: Jack Smiley, B.F. Rowland, David Webb, Joe Don Dunham, Debbie Davis, and Mike Nettles.
Its purpose was not listed but implies they review the financial condition of the City and adjust or structure the budget to reconcile revenues and expenditures.
Council Boards
The Economic Development Commission (EDC) includes: Rick Henry, Rick Steen.
The E911 Board includes: Scot Simco and Mike Patterson.
The Southwest Community Action Board includes Mike Patterson.
