Public hearings set for proposed City budget


The Altus City Council will meet in regular session immediately following the Altus Municipal Authority meeting that begins at 6:30 p.m. Tuesday in council chambers.

The AMA agenda includes a public hearing on the proposed FY 2015-16 budget, and comments from the audience regarding the budget. A resolution adopting the combined budgets of the AMA, Enterprise Fund and Internal Services Funds will be considered.

A renewal of the lease agreement with Southwest Readymix for property located in the Bar-S Industrial Park Addition will be considered, as will a resolution to renew an agreement for economic development services between the AMA and Altus/Southwest Area Economics Development Corporation for FY 2015-16 in the amount of $250,000.

The AMA will then receive a presentation of financial reports for both AMA and City for the month of May from the Chief Financial Officer.

Declaring Nona Substation items as surplus, and to negotiation the sale of the items will be considered, as will the purchase of a used sideloader trash truck. The AMA will then go into executive session to discuss cases involving Altus Flight Academy, Sikorsky Aircraft, and others. After returning to regular session, the AMA may consider motions and votes relating to these items.

On the regular City Council agenda, items also include a public hearing on the FY 2015-16 budget and comments from the audience on the budget, and to combine budgets to include the General Fund, Special Revenue Funds, Capital Project Funds, Expendable Trust Funds and Debt Service Funds.

Under the consent agenda, items include budget amendments in the amount of $57,500 for unreimbursed medical surplus to the Flex Spending Fund, and a budget amendment in the amount of $30,000 to allocate additional hotel/motel revenues to be passed through to EDC.

A contract for services between the City and Southwestern Youth Services for the Altus Municipal Juvenile Court to pay for the contractual services out of the separate, budgeted revenue fund for Juvenile Court fines, is also up to be approved. A contract for services for the American Red Cross is also on the agenda.

The selection for the architectural firm to plan, design and manage the remodeling of the old Altus High School Library for the purpose of serving as the new Senior Citizens Center funded through MAPS will be considered and possibly voted on.

An emergency ordinance dealing with the water restriction stages will be addressed before going into executive session to discuss cases involving Altus Flight Academy, Sikorsky Aircraft, and others. After returning to regular session, the AMA may consider motions and votes relating to these items.

Before adjourning, comments and reports from the City Manager, mayor and council members will be heard.
