On June 21 the Altus City Council unanimously approved the appointment and hiring of Janice Cain as the new city manager.
Monday was the first day for Cains to serve as the chief executive officer for the City of Altus.
The city manager duties and responsibilities are as chief executive officer and head of the administrative branch of government and he or she is to execute the laws and administer the government of the city and shall be responsible to the council.
The city manager is also responsible to:
Supervise and control all administrative departments, offices, and agencies, directly and indirectly;
* Prepare a budget annually and submit it to the council and be responsible for the administration of the budget after it goes into effect;
* Submit to the council a report as of the end of the fiscal year on the finances and administrative activities of the city for the preceding year;
* Keep the council advised of the financial condition and future needs of the city, make monthly reports to the council as to delinquent accounts receivable and accounts payable and make such recommendations as may seem desirable;
* Prepare the agenda for the council meetings and furnish necessary data and facts for decisions.
Cain recently served three years as the assistant city manager of Duncan and more than 15 years as the Marlow city manager. Cain has an abundant amount of experience in city government and understands rural Oklahoma.
“I was born and raised in Stephens County so I understand smaller communities and also hometown spirit,” Cain said.
