Western Oklahoma State College President Dr. Phil Birdine proposed a revision to the procedure guide for institutional layoffs/or reductions in force at this week’s regents meeting. The procedure outlined the role of the Board of Regents as the governing body of the college, as well as the President’s and Executive Council’s responsibilities in regards to the layoff/recall of employees and the rationale for recommending Reductions in Force (RIF). The procedure also detailed the chain of command for the exercise of RIF and employee options to appeal a RIF through the Office of the President and the Board of Regents. The board voted on and approved the revised procedure.

After holding an executive session on the matter, the board reconvened in regular session to approve proposed reductions in force recommendations to the Board concerning personnel and positions to include. Those affected are Paula Espinosa, Child Development Specialist; Gary Gardner, Arts & Humanities Coordinator/Instrumental Music Instructor; Judith Meyer, Director of Public Information; Lora Lea Pickering, Director of Development and Alumni Relations, and Mr. Jeffrey Schneider, Office Systems Technology & Microcomputer Applications Instructor. These reductions in force will become effective July 1, 2016. Jessica Segraves, Radiology Clinical Coordinator/Instructor’s position was listed for RIF, but the board tabled discussion of that item for a future meeting.

Also during the meeting, Dr. Birdine informed the board that the newly appointed regent, Justin Lewis, Vice President of KIS Futures, Inc., will join the board upon Oklahoma Senate confirmation. Lewis will fill the position that Gilmer J. Capps left after completing 21 years of service on the Western Board of Regents.

The next regularly scheduled regent’s meeting is set for April 12 at 7:30 p.m. in the Higher Learning Center at the college.

Guests in attendance included Lisa Greenlee, Vice President for Academic Affairs; Tricia Latham, Vice President for Business Affairs; Chad Wiginton, Vice President for Student Support Services; Briar Jenkins, Secretary to the President, and Judith Meyer, Director of Public Information.
