AMA enters contract for flatbed trash service

The City of Altus has entered into a contract for a flatbed trash service, approved by the Altus Municipal Authority and City Council, during their regular meeting held Tuesday evening, Aug. 6, in Council Chambers of the Municipal Complex. Among other items discussed, the AMA approved spending MAPS funds for Altus High School renovations and the City Council tabled approval of a contract pertaining to the Airport Improvement Project at Quartz Mountain Regional Airport.

Both AMA and City Council have approved the contract with M&B Contracting, LP, under RFP#12/13-05, for $16,400 per month to begin within 24 hours. The contract states M&B Contracting shall collect, load, and haul debris and rubbish from approximately 85 miles of alleys, primarily in the residential sections of Altus, to the City’s landfill at least every 60 days after an initial clean up. The flatbed trash service will haul furniture, appliances, bathroom fixtures, tree limbs, bagged yard waste (grass clippings, leaves, shrubbery, etc.), construction debris, concrete, asphalt, bricks and tires, during the initial clean up.

The AMA approved Altus High School renovations totaling $284,566.64, with a 5 to 4 vote. Renovations include a new parking lot, Athlete Training Facility, and Ag Building and gym improvements. While there was some discussion on the legality to use MAPS funds for these projects, Altus School District Roger Hill spoke about each item submitted for approval.

“It’s our opinion that it goes within the perspective scope of High school campus renovations,” Superintendent Hill said, before a motion was made to approve renovations.

Other items approved by the AMA include Resolution No. 2013-29 to adopt a FY 2013-2014 budget amendment of the AMA of the City of Altus for the FY 2013-2014, in the amount of $86,290.70, to allow the Electric Department to replace materials used for the electrical infrastructure for Altus Flight Academy; and authorized the Purchasing Department to advertise for bids for low stock transformers for the Electric Department.

The AMA tabled an item to enter into a contract with Shoestring Enterprises, LLC, Bid #99300, for repairs to the City’s water distribution system. Councilman Michael Beason requested City Attorney Catherine Coke look further into matters involving affidavits and the AMA’s legal authority to acknowledge this contract per State statute before Council approves the contract.

During the City Council meeting, Altus Police Deputy Chief Mike Bell announced the City of Altus will receive three K-9 dogs (valued at $8,000-10,000 each) at no cost except for $2,900 for training the dogs and handlers.Deputy Chief Bell explained that K-9 Universal of San Antonio, Texas, is providing grant money for supplying and training the K-9 dogs, thus being able to save the City money.

Altus Power Supervisor Dan Scott informed that as of last week, the Bar-S plant now completely operates on “green” power. Scott praised their decision to move to “one hundred percent wind power.”

The City Council approved Resolution No. 2013-30 to accept a FAA Grant offer for the Airport Improvement Program (AIP) for the Altus/Quartz Mountain Regional Airport to construct an airport entrance road and expand on the terminal apron, and authorized the Mayor and City Attorney to execute the grant agreement upon receipt by FAA. However, Council tabled to award the construction contract with Altus Sand & Gravel until a contract is produced for Council review.

Council approved Resolution No. 2013-31 to adopt a budget amendment for the AIP (FAA) Grant of the City of Altus for the FY 2013-2014.

Council also approved a lease for a 3,000 gallon Jet A Fuel Truck at the Airport between Bassco Services, Inc., of Dallas, Texas, and the City of Altus. Council also authorized staff to write-off four noncollectable airport accounts from 2006-2008 totalling $10,258.44.

Council approved the Altus Recreation Advisory Committee (ARAC) to move forward with the City’s new Cheer leading Program for grades 1 -6, after Council received an update from ARAC Chairman Candace Willingham. The program will coincide with the football season from September through Nov. 3, at the standard enrollment fee of $25 each, with volunteer coaches.

Other items approved by Council include documents for the Veterans Drive Waterline Extension, Phase I Project, Bid No. 98800, in the amount of $244,355 with 90% funding provided by the Strategic Military Planning Commission grant money, and Resolution No. 2013-32 to appoint a purchasing agent and authorized execution by the Mayor; authorizing the Mayor to sign an easement #USAF?AETC-ALT-2-13-006 granted by AAFB for a City 12-inch sewer crossing under the AAFB railroad spur, for a term of five years through June 20, 2018; approved Resolution No. 2013-33, to make application as Applicant to SWODA for the Community Expansion of Nutrition Assistance Program grant funds for the Altus Senior Citizens center to purchase kitchen equipment; approved an easement and right of way to WWC License, LLC, d/b/a Verizon Wireless to provide access easements from HWY 62 north on City property to the Verizon Wireless telecommunications tower at The Greens of Altus.

Council also approved waiving landfill fees for Jackson County personnel to haul trash and debris from County-owned property at 621 East Liveoak, in preparation for Commissioners’ sale on Aug. 6; approved to appoint Angie Murphy as Authorized Agent to OMRF for the purpose of signing retirement paperwork and remove Matt Coppock Authorized Agent.

Council went into executive session to receive a negotiation update with FOP #120. No votes were made for this item.

After Mayor’s appointments, city administrator and council members comments and reports, the meeting adjourned.
